Deputy Assistant Secretary for Plans, Programs and Operations

Stephen T. Ganyard was appointed in March 2008 as the Deputy Assistant Secretary for Plans, Programs, and Operations in the Bureau of Political-Military Affairs. Mr. Ganyard is responsible for the Office of Plans, Policy and Analysis, the Office of Weapons Removal and Abatement, and the Office of International Security Operations. In this role he has primary responsibility for global political-military programs, strategic political-military planning, peacekeeping operations, and cross-cutting political-military policy issues. His duties also include overall management and guidance of U.S. government security assistance programs, policies and budgets, as well as serving as the primary interface between the Departments of State and Defense on operational matters, and overseeing the policies and management of programs concerned with the mitigation and destruction of conventional weapons such as landmines and man-portable surface-to-air systems.
Previously, Mr. Ganyard served as the Chief of Staff and Military Advisor to the Counselor of the Department of State. As a combat-decorated, career Marine Corps officer who served extensively overseas, Colonel Ganyard commanded at both the Squadron and Air Group level, and logged over 4,200 career flight hours in 12 different tactical aircraft. He has served in staff positions in the Office of the Secretary of Defense as the Military Assistant to the Deputy Secretary of Defense, and in the J-8, Joint Chiefs of Staff, as well as Headquarters, Marine Corps.
He is a graduate of Northwestern University, The School of Advanced International Studies at Johns Hopkins University, as well as the Marine Corps' Command and Staff College, and School of Advanced Warfighting.
