Office of Multilateral Nuclear and Security Affairs (ISN/MNSA)


The Office of Multilateral Nuclear and Security Affairs (MNSA) formulates, coordinates  and implements U.S. policy relating to the global nuclear nonproliferation regime, in particular the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) in support of the Under Secretary for Arms Control and International Security, the Assistant Secretary for International Security and Nonproliferation, the Deputy Assistant Secretary for Nuclear Nonproliferation Policy and Negotiations, the Special Representative of the President for Nuclear Nonproliferation, and other senior policymakers.

Key Missions:

Nuclear Nonproliferation:  MNSA develops, coordinates, and implements U.S. policies and activities relating to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and the International Atomic Energy Agency (IAEA). 
 

Negotiations:  MNSA coordinates U.S. preparations for, and participation in, the NPT review process.   MNSA leads in negotiations concerning U.S. bilateral safeguards and sister laboratory arrangements; nuclear-weapon-free-zone treaties and protocols; and U.S. nonproliferation dialogues within the G8 and with the European Union.  MNSA participates in negotiations on IAEA verification measures for a fissile material cutoff treaty and related initiatives on fissile material control.

Guidance and Diplomacy:  Officers serve on U.S. delegations to IAEA Board of Governors and General Conference meetings and the NPT review process.  MNSA also conducts diplomatic exchanges with foreign governments, the United Nations, and other international organizations.  MNSA provides day-to-day policy guidance to U.S. missions to international organizations on multilateral nuclear issues, coordinating closely with other bureaus and offices to develop long-term diplomatic strategies for promoting and protecting U.S. national security interests in MNSA’s areas of responsibility.
