Francisco Javier Gonzalez became a Member of the Secretary’s Policy Planning Staff, responsible for Western Hemisphere issues, in July 2008. Over the past two decades as a career member of the U.S. Foreign Service, he has served in Colombia and Nicaragua, and as the State Department analyst for Colombia, Peru and Ecuador. Other overseas assignments include Hungary, Pakistan and Russia. In Washington, he has served as Senior Desk Officer for Pakistan and for Poland, as well as Deputy Director (and Acting Director) of the office that manages the policy review for U.S. government-to-government arms transfers worldwide. As a Rusk Fellow at Georgetown University’s Institute for the Study of Diplomacy, he taught an undergraduate seminar on forecasting in foreign affairs. Mr. Gonzalez received a Master of Public Administration degree from Jacksonville State University in Alabama and a Bachelor of Science degree from the United States Military Academy. Mr. Gonzalez is a Distinguished Graduate of the National War College.
