| Reason for Shortfall |
The Beirut new embassy compound award timeline was delayed during the recent conflict to allow regional logistics to return to normal and provide a more reasonable procurement atmosphere at post-conflict risk conditions. Two transactions extended past the target deadline to undertake contract negotiations and procurement strategies to offset unexpectedly high inflation and risky political conditions. An additional planned award was deferred by Department re-prioritization to advance Karachi new consulate in the wake of a terrorist attack in March 2006. | |

JUSTIFICATION: Award of the construction contract, initiation of the construction effort and completion of that construction effort makes the New Office Building available for occupancy. This represents a fundamental portion of the effort to provide a secure, safe and functional workspace for the USUN staff as well as other Department of State activities located in New York City. | ||
