More countries accept the necessity of democracy and human rights protection as a prerequisite for building strong and prosperous societies, a relationship emphasized in U.S. international assistance strategies. |

| Impact |
2003 regional conferences allowed participating countries to discuss ways to strengthen and expand democracy. By fulfilling first two items of Seoul Plan of Action directly and other five items indirectly, they maintain momentum between CD ministerials. Growing interaction between the OAS, AU, and NEPAD will better equip the African states to face crises in democracies. U.S. better able to call on and rely on regional action to respond to crises, such as those in Venezuela, Zimbabwe, and Burma. |
