Scott P. Bultrowicz
Principal Deputy Assistant Secretary, Bureau of Diplomatic Security, and Director of the Diplomatic Security Service

On November 3, 2011, Scott P. Bultrowicz assumed the duties of Principal Deputy Assistant Secretary and Director of the Diplomatic Security Service (DSS). As the Principal Deputy Assistant Secretary for Diplomatic Security/Director of Diplomatic Security Service, he is the most senior special agent and is responsible for the Bureau of Diplomatic Security's (DS) international and domestic operations and training programs.
Prior to his selection as the Principal Deputy Assistant Secretary, Mr. Bultrowicz served as Assistant Director for Training, where he oversaw the Bureau of Diplomatic Security's Offices of Antiterrorism Assistance, Training and Performance Support, and Mobile Security Deployments.
Mr. Bultrowicz served as Mission Regional Security Officer at the U.S. Embassy in Baghdad, Iraq from July 2010 until July 2011. Prior to his Baghdad assignment, Mr. Bultrowicz served as Director for Diplomatic Security’s Office of Investigations and Counterintelligence.
Mr. Bultrowicz served in U.S. embassies in Mexico City, Mexico, Moscow, Russia, and multiple tours in Kyiv, Ukraine. He also served as Assistant Special Agent-In-Charge of the DS Chicago Field Office, Agent-In-Charge in the DS Dignitary Protection Division, Deputy Regional Director for South Central Asia in the bureau’s Office of International Programs, and Chief of the DS Counterintelligence Division. Earlier in his career, Mr. Bultrowicz served as a case agent in the Washington, D.C. and Chicago Field Offices, as well as the Counterintelligence Division.
Mr. Bultrowicz is the recipient of several Department of State honors and awards, including Senior Foreign Service Performance Awards, Superior Honor and Meritorious Honor Awards, and was named the bureau’s Regional Security Officer of the year in 1994. He entered service with the Department of State in 1986 as a special agent and joined the ranks of the Senior Foreign Service in 2008.
Mr. Bultrowicz earned a Bachelor of Arts degree from Bluffton University. He speaks Spanish and Russian.
